This video would be interesting if the camera would have been still for more than half a second. There is no point in taking a video without a steady shot. I'd rather see some focused still shots than a video like that.
It looks like some paper that got caught in a thermal updraft... quite common in the west...
hard to say what that was. it was ok, but so far away that it was hard to say what it was other than unidentified.
