At least they does not look different from all other the lights that can bee seen there.

these are fishing boat fleets - industrial fishing trawlers in the pacific. Very common - basically massive well lit factories at sea.

LMAO - Wow, the fishing fleet that was pulsating must have been skipping along the Pacific at around 20,000 mph.

"In the south Atlantic the glow from a single fishing fleet—squid fishermen luring their prey with metal halide lamps—can be seen from space, burning brighter, in fact, than Buenos Aires or Rio de Janeiro."

In respect to the "20,000 mph issue" - your reference point in space is moving at that rate where the images are coming from - relative to the surface of the earth. The commentary indicates lights mid ocean, which is EASILY explained by factory fishing fleets. This has been documented many times already many times like the above.

And here's a related UFO story about misinterpretations of light patterns as 'ufo' activity.

“A little research on the Internet shows that the area has a fleet of squid fishing boats which are the ones that use bright lights to attract the squid,” he reported by e-mail. "These unusually bright zones are the result of fleets of fishing vessels using powerful electrical lights at night to attract squid. The fleets regularly show up in images from weather satellites and from space stations."

Note I am referring to the first part of the video, not the second which is clearly a rotating ("pulsing") and highly reflective item below the shuttle, possibly another satellite or space debris as the relative motions are very close with likely similar orbital durations. Given the high reflectivity, the separation distances could be substantial - compare to reflections of the sun on lakes/rivers on earth from 40,000 ft for example.
