Why Mexico?..Because it happens to be near to the U.S. base "groom lake" a.k.a. Area 51..
Its a test haven for US black-ops crafts and does not ruffle the feathers of US authorities as the testing takes place outside U.S. airspace. Part of "Project Bluebeam" maybe?
