Lol, the girl in the video says in russian, "now what the hell is that?"
I've seen at least two military rockets launched here in California which look alot like this. My guess is that the first plume, created by the primary stage, ends when it is jettisoned, and the consequent light is from the firing of the second stage, the exhaust of which is seen in a spiraling pattern as the rocket wobbles slightly in its trajectory in a path directly away from the camera.
At first glance it appears to be a helicopter behind clouds using its spotlight (search beam) then as the footage progresses I would have to agree with anonymous-1 This is almost identical to several military videos Ive seen of rockets being fired in its primary stages. Unfortunately the video quality is too poor and is at night time so to think otherwise at this time isnt possible.
Whatever it is, its very cool looking.
