I have a theory on this. The phoenix lights were "flares" but not conventional flares, and not for testing purposes. The v shaped craft that reportedly flew over witnesses heads was a separate occurrence, and the "flares" were for communication with the craft. Reports of the V craft were pretty spread out, almost as though it were wandering about. I'm willing to believe that people know when a massive object is floating over their heads.
