the video says it was filmed in Buenos Aires, Argentina.

Those are not UFO.
This footage is of some
ex-Iridium Project Low Orbit Sattelites reflecting solar light during the early morning or early evening. Much probably are images shot +- 30 degrees over the equatorian lines (Somewhere in between Venezuela and México.
