Hard to tell what it is. But the movement looks like a chinese lantern :D. Starting from the ground, slowly moving upwards and in on direction ... and the silhouette even looks like a typical lantern.
But of course that's speculation.
The cars are driving rightsided..in case of london..

It does look like london, that to me looks like the crystal palace transmitter to. its the biggest radio tower in london, all the radio stations use it.
