It's clearly a black plastic bag solar balloon.
Looks solid, reflective and metallic to me.... not a bunch of black plastic bags taped together.....

Solar Balloon, its plastic baglike material and its a called a solar balloon. look it up and you will see it on google or youtube.
The way it rotates all too "precise". I think its something else and not a solar balloon.
It's a balloon seen them before. the movement of it is quite obvious it's just a balloon.
