I've always thought the Victor stuff was a bit suspect.
Unless the "real" video seller refused an interview and he stepped in but veru unlikley.
My opinion is that it's not Mr Robert Dean for the simple reason that he has 'come out of the closet' some time ago...
If he would have been 'Victor' I think he would have said that by now, because all is on the table anyway.

This idiot, Robert Dean, is the single most pathetic patholigical lying phony in the history of UFOlogy. He lives in a fantasy world where he reckons himself THE god of disclosure. The problem is, he NEVER was a top level officer in the intel community. He NEVER had a so-called "cosmic clearance", 38 levels above top secret. How do I know? Because there IS no "cosmic clearance" - and there are NOT 30, or 40, or 50, or 1000 clearance levels above top secret - there are 5, including the entry level "top secret". The others were created basically to appease the inter-departmental military and governmental officialdom who compete for sensitive information. They all despise each other and would (and probably did) sell their souls to hoard and gaurd their secrets from competing departments.
People who hold the very top slots are specially groomed for years before earning the trust of those who trust no one. They would NEVER, EVER betray that trust for any reason - if, for some reason, they were even suspected of doing so, they would be relieved of their duties...much like Jimmy Hoffa was relieved of his duties - and much the same as snitches in the mob are relieved of their duties.
