I reckon it's a terrible vid! Why does the camera person spend the whole time blocking the mystery light with street lamps? And you think you would avoid the extra light source so you could see the object as clearly as possible. And I saw nothing about the light that seemed particularly unusual anyway...
google up ufo over westport new zealand and you will see a similar set of lights . there was a suggestion at the time that they could be chinese lanterns , its possible these could be the same
