Hmmm. This is an interesting video. If it is fake it is really well done.
It's a kite that is at high altitude. Almost had me.
I wish people would post more information with these clips. This could simply be japan news reporting on the same item using ghe same footage as the more recent item about this object or an identical object over Japan i.e. in a different location... Quite important to understand which of these two different scenarios this clip represents!?
Not 100% shure but i think this is a ed grimsley sighting
